I presume you are trying to use the Borland SDK.  In that case you have to
get hold of tasm32.

Another option is to use the Gnu SDK, which is free.  Check the Mjolner
web pages on <http://www.mjolner.com/> for more information on how to use the
Gnu SDK with BETA, and how to get the Gnu SDK.
