The answer here is that a prototype is NOT a production system. a production system is not a translation. The prototype should answer the important questions raised by development of the architecture of the production version. Then a lot of hard word should be done on more than just programming. Having said that, things are often not done in this way because of the very frequent existence of the politically empowered who are substantively challenged.
