You might want to take a look at this FTP site:

There are a couple of documents (both about 20 pages) describing
the BETA language and the BETA system.

The BETA Home Page also has a link to that FTP site.

No, it is not! (easy to say). I think that the problem is that it has
not become fully alive yet. In the past few years the number of users
of Beta has increased rapidly and there is no indication of this
development should stop or slow down.
